Requirements for obtaining white certificates

  • Identification of energy savings potential – The first step is to conduct an energy audit, which will identify areas where savings can be achieved. The energy audit is a key element, as it forms the basis for decisions on investments in energy consumption optimisation.
  • Energy efficiency audit – Before submitting the application, it is necessary to conduct an energy efficiency audit. This audit confirms the planned energy savings resulting from the planned project. The value of white certificates is determined based on the audit results.
  • Preparation of the application – The application for the issuance of an energy efficiency certificate must be submitted to the President of URE. The application template and detailed information are available on the URE website.
  • Required documents – The application must be accompanied by:
    • Energy efficiency audit – a document confirming the planned energy savings.
    • Description of the planned project – detailed information on the scope and nature of the planned activities.
    • Declarations and certificates – other documents required by URE, confirming compliance with specific formal conditions.
  • Submission of the application – The complete application along with attachments must be submitted to URE before starting the implementation of the planned project. The President of URE has 45 days to issue the energy efficiency certificate from the date of submission of the application.
  • Project implementation – After obtaining the white certificate, you can proceed with the implementation of the planned project aimed at improving energy efficiency.
  • Verification of savings – The regulatory body conducts a verification of the reported savings. If the savings are confirmed, the enterprise receives white certificates, which can then be sold on the market.
  • Trading of certificates – After the completion of the project and confirmation of achieving the assumed energy savings, white certificates can be traded on the Polish Power Exchange (TGE). The funds obtained from their sale can cover part of the investment costs incurred.
